Attorney Stephen C. Brown

Brown is a partner in the law firm of Johnson, Dowe, Brown & Barbarotta, LLC which has served the needs of clients in the areas of estate planning and probate, real estate purchases and sales, and Title XIX (a/k/a Title 19 or Medicaid) planning among others for almost 40 years.

Attorney Brown’s practice focuses on a variety of elder law issues including wills, trusts, powers of attorney, advance health care directives, living wills, conservatorships and guardianships. He assists clients and their families in the management and planning of their affairs during lifetime and later in the settlement of their estates, providing compassionate and professional representation at each stage.

Over his more than twenty years as an attorney with the firm, Attorney Brown has also developed a successful Medicaid practice involving Title 19 and other forms of public assistance for elderly and disabled clients residing in nursing homes and in the community.  For those clients with spouses, or dependent or disabled children with special needs, guidance is provided to minimize financial burdens associated with long term care and to protect assets and income for their future benefit.

Attorney Brown received his B.A. from the University of Rochester in Political Science in 1981 and his J.D. degree from the University of New Hampshire School of Law (formerly Franklin Pierce Law Center) in 1986. He has been a member of the American and Connecticut Bar Associations since 1987, serving on the CBA’s Committee on Legal Problems of the Elderly from 1988 to 1993 and as a member of the Elder Law Section of the CBA following the Committee’s conversion to full Section status in 1993. In 2000, Attorney Brown became a member of the National Academy of Elder Law Attorneys (NAELA) and a member of the Connecticut Chapter of NAELA in 2009.

Attorney Brown has spoken frequently to community and professional groups and participates periodically in public forums addressing substantive elder law issues.
